The UK Government has been gradually adopting the open source platform for itself, in the form of the Government's G-Cloud. And according to a Gov.UK report, the Government's preference for using open source in guiding service managers, developers and web operations has been mentioned in the publication of a beta of the UK's "Government Service Design Manual".
The broadly-based manual is expected to be finalised next month. It highlights about guiding government employees to develop liking for open source and also talks about the Open Source section specifically, where the employees are asked to prefer open source operating systems, for networking software, web servers, databases and programming languages.

But the government is not solely relying on open source. There are some domain specific tasks that need to be undertaken via proprietary software.
The manual also talk about open source and its security and licensing and open standards with recommended licences. This manual has basically been constructed by the GOV.UK team to tell the Government about the benefits of using open source and the way they work in practice.
The Government's chief technical officer, Liam Maxwell, a noted supporter of Open Source was quoted as saying that "nobody makes packaged software for digital public services. With the software we are making, we have a preference for open source, because it means other countries can use it too and help make that software better. This approach will also ensure we are not locked in to some mad oligopoly outsource".
